Overview
Death-row criminal Jesse Starkraven is secretly converted into the cyborg Spartacus to lead a government anti-terrorism army, but he awakens outside control and seizes command of the other cyborgs.

The Anti-Terrorism Group converts multiple prisoners into weaponised cyborgs controlled by a bracelet. Spartacus unexpectedly activates, takes the bracelet and commands the others. The machines require fuel for recharging generators. In the climax Jack steals the bracelet, deactivates the cyborg army and destroys Spartacus by electrocution.

Starkraven is converted into Spartacus
The Anti-Terrorism Group removes Starkraven from death row and transforms him into the lead cyborg soldier.
Spartacus unexpectedly activates in the laboratory
The supposedly inactive prototype wakes, attacks the staff and captures the control bracelet.
Spartacus takes control of the other cyborgs
Using the command bracelet, Spartacus orders the remaining converted soldiers to obey him.
The cyborgs raid fuel for recharging generators
Spartacus and his followers steal fuel because their artificial systems require recharging.
Jack steals the bracelet and deactivates the cyborg army
Jack takes the command device from Spartacus and uses it to shut the other converted soldiers down.
Spartacus is destroyed by electrocution
Jack traps the prototype in electrical cables and destroys the cyborg.
